Ogun govt to empower 1000 youths

As part of efforts to reduce employment among youths in Ogun State, about 1000 youths drawn from Saje-Elega, Mokola, Ajitaadun and Iberekodo communities in Abeokuta North local Government Area, are to benefit from the Youths Empowerment Programme of the State government.

Speaking while on an inspection tour of Saje-Elega road, the State governor, Prince Dapo Abiodun explained that his current administration is determined to assist the youths to be self dependent, stating that the government has put in place empowerment programs that would be beneficial to the youths across the State.

“I will ask the local government chairman and the liaison officers to compile the list of youths in this local government and 1,000 of them will be empowered and we will also give them some stipends. This is because when the youth are able to take care of their needs, there will be less problems in our communities.

“I know that our youths are hardworking and since not all of them can be employed or given contracts, we will empower them and make them feel a sense of belonging”, the governor noted.

While appreciating the people of the community for their steadfastness and commitment to the development of the State, the governor explained that he was at the area to inspect the road and fashion out the lasting solution to make it accessible for the people of the area.

Speaking on his ordeal at the community during the last electioneering campaign, the governor, who was full of praises to God and the people of the communities, said he and his entourage were attacked at the Iberekodo market by some sponsored hoodlums, but survived the attack through God’s intervention and the help of the people.

“When I came here in 2018 to campaign, some hoodlums came and attacked us with guns and other dangerous weapons. We were able to survive through the intervention of God and your support and so I am here to appreciate you and to thank you for all that you have given us so far,” he said.

Assuring the people of the area of more dividends of democracy, the State helmsman urged them to continue to support the government in its quest to reposition the State and the socio-economic wellbeing of the people.

  • Senate Confirms Victor Muruako as Chairman Of Fiscal Commissiom

Senate Confirms Victor Muruako as Chairman Of Fiscal Commissiom

The Senate, on Thursday, confirmed the nomination of Barr. Victor Chinemerem Muruako as Chairman of the Fiscal Responsibility Commission.

The confirmation of the nominee followed the consideration of the report of the Senate Committee on Finance, Chaired by Senator Solomon Olamilekan Adeola (APC, Lagos-West).

It was reported that Chairman of the Committee and Senate Leader, Yahaya Abdullahi, immediately objected to the confirmation of the nominee on the basis that full nominations to the Commission’s board were yet to be forwarded to the Upper Chamber by President Muhammadu Buhari.

Abdullahi also said the Chairman cannot be confirmed alone without the complement of the full membership of the Board.

He, therefore, moved a motion for the confirmation to be stepped down pending when the President constitutes the Commission’s Board and sends the nominations to the upper chamber for screening and confirmation.

The Senate President, Ahmad Lawan, in his response, however, prevailed on his colleagues for the Senate to confirm the nominee pending when the full list of nominees was sent to the Senate by the President.

“If we don’t confirm, this person would still be acting, so it makes little or no difference really.

“I suggest we do the confirmation and insist that the Chairman does not constitute the board of the Commission, because the Commission is supposed to have the full complement of what the law says.

“So, we do the confirmation and write to the Executive to nominate the remaining people to form the Commission.

“But let me also remark here, that the man has acted for over seven years, and yet this commission, I personally don’t know what they are doing. What are they doing?

“So, the Chairman, when he is confirmed, has a huge responsibility to turn around this Commission for it to perform efficiently and effectively.

“Otherwise, for him to be there seven years acting, and then fours years – that is eleven years – running that Commission, probably he did it as a Sole Administrator over the years, that is simply not acceptable because the Fiscal Responsibility Commission is such an important Commission that we need to have everybody who is supposed to be there, and they have to sit up, especially the man who would lead this,” Lawan said.

Speaking also, Deputy Senate President, Ovie Omo-Agege (APC, Delta Central), said that going ahead with the confirmation of the nominee without the complement of the full membership of the Board was not the intent of President Buhari.

Omo-Agege suggested that the nominee’s confirmation be put on hold.

“I don’t believe it is the intent of Mr President to nominate a sole administrator. Clearly, that cannot be his intention.

“The Commission is entitled to the full complement of members, and my view without prejudice to the ruling you just gave and the man’s qualifications, would have been for this to be put on hold while we await Mr. President to bring the other members,” the Deputy Senate President said.

According to him, “going ahead to confirm his nomination right now, is validating the sole administrator-ship that he has enjoyed for the past seven years, and it is wrong, Mr. President.”

However, Muruako was later confirmed by the Upper Chamber as Chairman of the Fiscal Responsibility Commission.

  • We Will No Longer Tolerate Unqualified Persons As Teachers ― NUT Chairman

We Will No Longer Tolerate Unqualified Persons As Teachers ― NUT Chairman

The leadership of the Nigeria Union of Teachers (NUT) has said that no new trade union has been registered as Academic Staff Union of Secondary Schools (ASUSS).

It described as a baseless claim by ASUSS that its registration has been upheld by the Supreme Court ruling, saying that such matter was never before the apex court.

Addressing a press conference at the NUT national headquarters in Abuja yesterday, the Deputy National President of the NUT, Mr. Kelvin Nwankwo said that under the extant provision of the Third Schedule Part A No. 26 of the Trade Unions Act CAP.T.14 LFN 2004, the Nigeria Union of Teachers is mandated to exercise jurisdiction over: “Teachers employed in educational institutions of all types, but excluding Universities, Polytechnics, Colleges of Education and other tertiary institutions.”

He said only NUT and no other union is recognised by the law to unionise teachers in primary and secondary schools in Nigeria.

According to Nwankwo, “what was brought before the Supreme Court was the contest of the jurisdiction of the Federal High Court to hear the Suit of ASUSS was upheld by the Federal High Court Abuja, which was appealed by the ASUSS to the Court of Appeal and Supreme Court, respectively”.

“To the best of our knowledge, the subject matter on appeal is ASUSS vs NUT, which was before the Supreme Court bothering on the jurisdiction of the Federal High Court to grant the restraining order sought by the Nigeria Union of Teachers (NUT) against the Minister of Labour and Productivity to unilaterally register a trade union contrary to the provisions of Ss. 3(2), 5 (4) of the Trade Union Act CAP. T14 LFN 2004,’ he said.

He said the Supreme Court in its lead judgment held that the panel that ruled on the case at the Appeal was not competent and directed that the case be sent back the Appeal for re-adjudication.

Speaking on the claim of registration by ASUSS as a trade union, the NUT deputy president said that there is no evidence to that effect.

“May, we promptly state that ASUSS is not registered as a trade union,” he said.

Nwankwo quoted several correspondences by the Minister of Labour and Employment and that of the Registrar of Trade Union to back up the union’s position.

“Our numerous correspondences from the Federal Ministry of Labour and Productivity herein clearly states: in the letter ref No. ML.ITU/128/1/200 on 5th October 2007 addressed to ASUSS, in that letter, the Registrar of Trade Unions said inter alia:

“I refer to your letter dated August 13, 2005, on the above subject and to inform you that your association is not registrable as a trade union in view of Section 5(4) and 3(2) of the Trade Union Act Cap 437 of LFN 1990

“Also in August 2009, the Minister of Labour and Productivity in a letter ref No: ML.IB/19.T.31 of August 2009 were the Hon. Minister said:

“Academic Staff Union of Secondary Schools (ASUSS) is not a registered trade Union and cannot unionize secondary school teachers”

“We urge all well-meaning teachers of secondary schools in Nigeria to remain law-abiding and cooperate with the NUT for the prosperity of the teaching profession, education in Nigeria and the current provision of the Trade Union Act and Labour Laws,” he said

  • 239 youths get N166m NYIF pilot disbursements

239 youths get N166m NYIF pilot disbursements

The Nigeria Youth Investment Fund (NYIF) has completed its pilot disbursement of loans totalling N165,700,000 to 239 beneficiaries ahead of the processing of the over three million applications so far received. NYIF is driven by the Ministry of Youth and Sports Development.

The fund, approved by the Federal Executive Council on July 22, 2020, is being implemented in partnership with the Central Bank of Nigeria, Ministry of Finance, Budget and National Planning and disbursed through the Nigeria Incentive-Based Risk Sharing System for Agricultural Lending (NIRSAL) Microfinance Bank (NMFB).

Application data showed that a total of 3,120,107 have registered for the pre-assessment/training to benefit from the N75 billion three-year financing for youth-owned businesses and ideas.

Of the about 1,000 processed as part of the pilot disbursement, a total of 94 were disqualified after training as a result of existing government (COVID-19/AGSMEIS) loan that they have benefitted from.

A total of 500 applicants have been invited by NMFB to apply for the NYIF loan after training and successful due process check. Of the number, 393 have completed the loan application process out of which 293 applied early and their loan was processed and sent to CBN for approval at a total sum of N191,700.000. On approval by CBN, 239 have been successfully disbursed at a total sum of N165,700,000.

Read also: Buhari has best poverty alleviation, job creation programmes in history ― Lai Mohammed

The NMFB said the reason for the disbursement to only 239 out of 293, was that transfer failed to the account numbers of the affected applicants due to their account type that does not receive deposit beyond a certain sum and system failure.

Also, the low number of trained beneficiaries compared to the number of applications was as a result of the non-availability of funds as there was no budgetary provision for the exercise in 2020.

According to the ministry, more applicants would be enrolled after been screened and confirmed as not presently benefitting from similar initiatives from the government.

They would be invited to submit business proposals, following which those who meet the requirements for the loans would be selected for the free training and then be given loans ranging from N250,000 for individuals to N3,000,000 for registered businesses.
